Background

Brig. Gen. George F. Schulgen, Chief of the USAF Intelligence Requirements Division, wrote a five-page report titled "Intelligence Requirements on Flying Saucer Type Aircraft: Draft of Collection Memorandum". It built on the characteristics listed in the Twining letter of September 23, 1947, in greater detail, and on the preliminary Essential Elements of Information of October 21. The memorandum lists what investigators should try to determine about the objects' propulsion, control, construction, arrangement, landing gear and power plant. It considers the objects "to be a manned aircraft, of Russian origin, and based on the perspective thinking and actual accomplishments of the Germans". A fake version of the document circulates that adds a passage on a possible interplanetary craft and contains other deletions and additions; Robert G. Todd exposed it in The Roswell Files. The account follows the entry in George M. Eberhart's chronology UFOs and Intelligence (CUFOS) and the sources cited there; it is not an independent determination by From Beyond Space.
