Wright-Patterson AFB, Ohio: Project Sign Estimate of the Situation, Vandenberg rejects it
In September 1948 Project Sign officer Capt. Robert R. Sneider and colleagues composed a top-secret Estimate of the Situation that, according to Ruppelt, concluded UFOs were of extraterrestrial origin; Chief of Staff Gen. Hoyt Vandenberg rejected it.
Background
Capt. Robert R. Sneider of Project Sign wrote the required Estimate of the Situation, built around the July 24, 1948, Chiles-Whitted case and many cases from summer 1947 to September 1948; the latest listed case is the September 23 Los Alamos sighting. Col. Albert Deyarmond, Alfred Loedding and Lawrence Truettner almost certainly took part in the writing. Ruppelt, who saw the thick, black-covered document stamped TOP SECRET with Dewey J. Fournet Jr. in 1952, says it concluded that the best evidence indicated an extraterrestrial origin. The Estimate was probably sent near the end of September and hand-carried to Director of Intelligence Gen. Charles P. Cabell, who passed it to Gen. Hoyt Vandenberg; Vandenberg rejected it with strong disapproval. According to Ruppelt, months later it was declassified and all but a few copies were destroyed. The account follows the entry in George M. Eberhart's chronology UFOs and Intelligence (CUFOS) and the sources cited there; it is not an independent determination by From Beyond Space.
