On October 22 or 27, 1951, Capt. Edward J. Ruppelt officially took over a revitalized Project Grudge from Lt. Jerry W. Cummings and, with 2d Lt. Henry Metscher, reorganized the Sign and Grudge files.

Edward J. Ruppelt officially took over a revitalized Project Grudge, relieving Lt. Jerry W. Cummings; 2d Lt. Henry Metscher stayed on as an assistant. The two reorganized all the files from Projects Sign and Grudge, making them easier to retrieve. Ruppelt learned from scientists and engineers who frequently visited ATIC that “UFOs were being freely and seriously discussed in scientific circles.” The account follows the entry in George M.
