Background

T. Townsend Brown had proved so financially inept that the NICAP board asked him to step down. Delmer S. Fahrney replaced him as board chairman, Keyhoe stepped in as director, and Stringfield was made public relations adviser. Fahrney convened a press conference in which he announced that UFOs are under intelligent control but are not American or Soviet aircraft: 'No agency in this country or Russia is able to duplicate at this time the speeds and accelerations which radars and observers indicate these flying objects are able to achieve.' Brown's letter to the NICAP Board of Governors and NICAP's press release are dated 16 January 1957, and the New York Times reported the statement on 17 January 1957. The account follows the entry in George M. Eberhart's chronology UFOs and Intelligence (CUFOS) and the sources cited there; it is not an independent determination by From Beyond Space.
