Background
The UFO project of the University of Toronto Institute for Aerospace Studies (UTIAS) was on the verge of collapse for "lack of something to investigate." When it began earlier in the year, Rod Tennyson and others had visited Canadian Forces Headquarters in Ottawa to look at UFO files, but had to sign a nondisclosure agreement barring them from ever disclosing the contents, subject to severe penalties. The study ended in 1970. No report on its findings was ever released apart from a short summary by Tennyson in 2018. The account follows the entry in George M.
