GEPAN Report: 500-Page Study Concludes Material Phenomenon Behind UFOs
France's GEPAN released a 500-page technical report concluding that in 60% of cases, the phenomenon described is apparently a flying machine whose origin, modes of lifting and propulsion are totally outside our knowledge. In ten cases, witnesses had seen a material phenomenon which could not be explained as natural or human technology. GEPAN recommended a deep study with high priority.
Background
GEPAN, the French CNES study group for unidentified aerospace phenomena, issued a substantial technical report in 1978. Richard Dolan writes that the group examined eleven selected cases and judged that the origin, propulsion, or mode of operation in nine could not be explained by the knowledge available at the time. This is a reported assessment attributed to GEPAN and based on selected cases. It is not evidence of extraterrestrial technology or proof that a corresponding share of all UFO reports involved physical craft.
