Four civilians and a police officer in Dixon, California, watched a round, oddly floating aerial object for 10 minutes on February 19, 1979. It drifted toward Travis Air Force Base, appearing reflective with a dark center, but base officials reported no activity.

Observation
On February 19, 1979 at 12:00 noon, Kevin Jacobs, John Pardi, Bill Wentworth, and police officer Glen Russell noticed an unusual object near the junction of Cypress and Mayfair Street in Dixon, California. Jacobs spotted it after hearing the sound of an aircraft overhead.
Description of the Object
The witnesses described it as round and hovering strangely, unlike a normal aircraft. Pardi said it was close enough to shoot at. Through binoculars they watched it for about 10 minutes as it drifted toward Travis Air Force Base. Wentworth stressed that it looked nothing like a balloon, appearing partly reflective on the outside with a darker interior. Russell compared it to a falling frisbee, blue and shining like foil. Its size remained unclear because of the distance.
Aftermath
