Background

In February 1984, the Commission for the Investigation of Anomalous Atmospheric Phenomena was established in Moscow, although its announcement in the West was delayed until May. It was affiliated with the Committee for the Protection of Natural Environment of the All-Union Council of Scientific Technical Societies and headed by scientist V. S. Troitsky, assisted by N. Zheltukhin, G. S. Pisarenko and former cosmonaut Pavel Popovich. Popovich told the trade union newspaper Trud that there were hundreds of reports in Russia each year, most of which could be explained away. The commission intended to collect raw reports from the public and perform on-site investigations. The account follows the entry in George M. Eberhart's chronology UFOs and Intelligence (CUFOS) and the sources cited there; it is not an independent determination by From Beyond Space.
