Background

Researcher Ross Coulthart reported on a 'slicksheet' (flyer) he had obtained, produced in 2025 by the FBI's Office of Private Sector, announcing a new initiative to report unmanned systems such as drones and underwater vehicles that could pose a threat to defense facilities and 'critical infrastructure' sites. The document notes an increase in 'incursions over recent months', says the unmanned systems 'may be intended to disrupt operations or gauge US response capabilities and policies', and directs respondents to eGuardian, the FBI platform for documenting suspicious activity and criminal incidents. It includes UAP in its definition of UxS, described as 'highly automated, autonomous, and un-crewed systems and robotic vehicles designed to fly, move along the ground, or navigate on the surface or sub-surface of water'. A second FBI document, the Unmanned Aircraft Systems (UAS) Response Playbook for Responding to UAS Incidents in the Homeland, also dated 2025, announces a dedicated counter-UAS coordinator in every FBI field office and sets out guidelines for initial response, investigations, and reporting of UAS sightings. Coulthart and Michael Ramsey published the report on NewsNation on October 30, 2025. The account follows the entry in George M. Eberhart's chronology UFOs and Intelligence (CUFOS) and the sources cited there; it is not an independent determination by From Beyond Space.
