Short overview

Monthly progress report from Bigelow Aerospace Advanced Space Studies (BAASS), the AAWSAP contractor, to the Defense Intelligence Agency for June 1–30, 2009, with a cover dated July 9, 2009. It covers staffing, new facilities, contracted technical papers, MUFON case investigations, a BAASS deployment to Brazil, “Project Northern Tier” and foreign government UFO releases.

Why this is interesting

According to the report, BAASS had grown to 45 full-time employees, five office buildings were in escrow, and the BAASS administrator had designed a 5,000 sq ft underground vault at the Bigelow Aerospace site to store recovered hardware and biological samples. Because MUFON had delivered fewer cases than agreed and had spent only part of its monthly allocation, BAASS proposed cutting the stipend to $25,500 a month for July to October 2009; MUFON’s letter accepting the reduction is reproduced. MUFON field reports from May and June follow, including cases in Fallon, Nevada, Buffalo, Oklahoma, Marathon, Texas, Marana, Arizona, Wisconsin and Grants Pass, Oregon. A BAASS team spent May 25 to June 3, 2009 in Fortaleza, Sobral and Cachoeira, gathered more than 70 GB of material from Brazilian UFO groups, and noted that the chain of custody of their physical evidence was unknown. The “Northern Tier” section, described as one of the sponsor’s top priorities, documents witness searches and FOIA requests for historical incidents at Minot, Wurtsmith, Loring and Malmstrom Air Force Bases, with only a handful of witnesses reached so far.

Selected passages

  • “The need for a highly secure underground vault operated by BAASS became apparent in line with a BAASS priority to pursue and acquire recovered hardware and biological samples”
  • “Throughout the months of March through June, it became apparent that the number of cases that MUFON was providing BAASS was significantly lower than first agreed at the beginning of the purchase agreement contract.”
  • “The end game for NT is for us to provide the sponsor with a comprehensive analysis of the events associated with NT.”

Background

This document is an administrative, programmatic, or contractor-produced record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As part of the broader program record, the file documents how AAWSAP was scoped, organized, tasked, funded, executed, or described at a particular point in time. This June 2009 Bigelow Aerospace Advanced Space Studies (BAASS) progress report summarizes contractor activities for the period June 1–30, 2009. The report addresses staffing growth, expansion into new facilities, progress on contracted technical papers, investigative activity based on information received via the Mutual UFO Network (MUFON), a BAASS deployment to Brazil, an update on “Project Northern Tier,” and continued review of UAP-related materials released by foreign governments. It also documents BAASS’s continued investment in field investigation capacity, foreign liaison-building, and UAP case acquisition, while recording BAASS’s proposal to reduce MUFON’s monthly stipend pending further performance review. Overall, the file reflects program activity, particularly in UAP reporting intake, foreign case investigation, and organizational expansion in support of those functions.
