Background
DIA awarded AAWSAP contract HHM402-08-C-0072 to Bigelow Aerospace Advanced Space Studies (BAASS) on September 22, 2008. Lacatski states that approaches 1–4, 6, and 9 were accepted for $10 million in the first year, and that the second year was exercised for $12 million.
The operational focus was not changed during the contract. Lacatski characterizes AAWSAP as a UFO program from the start, but one designed to reach beyond a narrow search for advanced craft and into the wider anomalous/paranormal context. BAASS built a cleared contractor infrastructure with counterintelligence leadership, security clearances, SCIF-related work, field collection personnel, database developers, scientists, and investigators. More than 75 contractor personnel and several hundred part-time field personnel ultimately contributed.
Deliverables included more than one hundred reports, 38 Defense Intelligence Reference Documents (DIRDs), and the 11 databases of the AAWSAP/BAASS Data Warehouse. The contract was originally scheduled to end on September 30, 2010 and was extended at no cost through December 21, 2010 for final deliverables. The last DIRD was published on January 11, 2011.
